You must install KeyAccess prior to running Adobe CS3 Web Standard.

Adobe CS3 Web Standard (vendor: Adobe) is a suite of professional web development tools combining Dreamweaver CS3, Flash CS3 Professional, Fireworks CS3, Contribute CS3. Dreamweaver is a full-featured web editor. Flash is a multimedia development tool. Fireworks is a graphic image development tool. Contribute is a web publishing environment. (Users may choose to install one or all of these applications.)
